These plates were issued from 1992 to 1995 and are Ukrainian. But since they are based on the Soviet standard of 1979, they are listed in the USSR gallery on the website

That makes sense. I initially searched the 1995 gallery and was really confused as to why my plate had "UA" instead of digits in the left corner.

I understand that it is very difficult for foreigners. Cyrillic is not enough for you, you also need to choose the right country
