Nice spot 
The QR code indicates that the plate has been issued from the start of this year, as the new law states that plates must be issued with unique QR-codes (both new and reissued ones) to tell if the plate is real. By the way you can use this tag #After2023PlatesTR if you want (the name is a bit misunderstandable, but I couldn't find a more suitable one 
)
