I can assure that you got it correct. The black plates of TR are usually used by City Municipalities, Emergency and Rescue missions, and others. Like for example, The Government Hospital Ambulances are mostly black plated and operating by Sağlık Bakanlığı. As well as Zabıta of Türkiye, AFAD, UMKE, and many other rescue and search teams, government hospital ambulances, there could have been many.
