The driver of this car was involved in a hit and run accident today! The driver hit another car throwing it over the pavement into the sitting area of a, luckily, closed cafe and fled the scene but left the bumper with the licence plate still attached to it

I would take a guess at no insurance?
Very much so. Last valid MOT in 2017 and it's listed as SORN. And yet, still driving about for years

Is there no legal way to buy insurance on a non-local car like there is in Ukraine? I remember reading years ago about how to import vehicles in to Montengro without paying the tax and they mentioned buying insurance locally
