Glasgow does have a Pakistani consulate, the sole consular mission in Glasgow, though I'm unsure whether diplomatic-series plates would be issued there, since I've never seen any Pakistani consulate plates in Bradford (another city with a single Consulate located). The best places really to see consulate/diplomatic plates are London and Edinburgh, though some can be seen on the motorways/highways, though incredibly rarely!

Yes, it seems like the ambassadors' plates end with 001 in the current system.
