Do not all diplomatic plates follow the 000 D 000 format?

Each nations Ambassador/High Commissioner receives a personalised diplomatic plate - most of which follow the DVLA series format, but some do not, such as Cambodians 'REC001' (Standard 1932 series plates did no have leading zeros). Some diplomatic plates contain the letters I, O or Q, also not used as standard :)
