The plate on this truck is a personalised example. With each age identifier, the license plate issuing authority (the DVLA) reserved certain combinations of license plate, particularly ones with three repeating numbers like this one, so that they could later be purchased as personalised registrations.
You can have any age of license plate on any vehicle in the UK, as long as the plate is not newer than the original registration of the vehicle. So you can have a 2003 plate on a 2017 vehicle, but not a 2018 plate on a 1997 vehicle for example. This particular registration probably was sold to another person, who put it on a Honda CR-V, but at the time of spotting this truck (I think it was May or June 2017), the registration was affixed to this truck.
