Maybe it is indeed a Romanian who lives in the UK and decided to spend the holidays in Montenegro, who knows..
Just like I keep seeing many Swedish cars during the summer, most of them owned by Bosnians who come for holidays here 
In fact, there's a running joke which goes like this: What's the first sign of spring / summer in Bosnia? ... A Volvo with Swedish plates! GTRJacko

This is probably owned by a Albanian, since you can spot the Red and Black Albanian flag on the right side of the number plate. The drivers also probably driving to Albania through Montenegro also.
