Maybe it stayed in Latvia and was re-registered? This car is marked as officially exported, and hasn't had British tax since November 2018.

Possibly, but usually when this happens, the people looking to avoid tax don't bother to put an export marker on the car, which requires posting a document to the DVLA (the British registration office) :)
