It's not the first time I've seen it from that bridge, but I'm pretty sure it's the first time I've taken a photo! Because I stand on the other side of the bridge it's much harder to get a photo looking down at the road over the bridge  :D

Also they use it to slow down the traffic speed to reduce queuing and congestion if it can flow at a slower speed rather than stop and start lots of times
