I have seen, but unable to get a photo annoyingly, of a 14 plate with a green band a few weeks ago! Seems to be any vehicle that matches the criteria can get them

Yeah it seems you're right. I just spotted a 66-reg Tesla with the green band today also. I do wonder how easy it is to get away with installing a plate with a green band on any vehicle though, given how easy it is to obtain 'custom' UK plates on the internet.
