It's hard for me to say why they brought it. Сars registered before 16.07.1993 are legal and can be sold. Everything else is illegal and cannot be exploited. Converting to a LHD is expensive and probably does not have an economic sense for this car

When you say expensive, how expensive is it in Ukraine? In Estonia (where its illegal to register cars with the wheel position moved) it would come to more than 3000 euros for a regular Passat.
