Apparently it's known simply as the Manx (not to be confused with the VW Buggy-derived Meyers Manx), and produced by a company called Manx Cars. The company later was known as Ayrspeed-Manx. It's a weird-looking car, that's for sure 
Some sources also reference it as a Manx MX1, though that had pop-up headlights.
