The Romanian diplomat who owns this car may have been quite fond of it, and didn't want to get rid of the car when they moved to London. It actually makes a change from the usual diplomats in London which end up buying/leasing UK-spec RHD cars locally, about 99% of the time.

I've only ever seen one diplomatic car once, with the numbers for the States (274) it was a black Audi sedan. I saw it nowhere near London, I so happened to see it in the car park of the British Motor Museum in Warwickshire back in early 2019 which is where you're least likely to see a diplomatic car I presume! I cannot upload it to the site as I only took a picture of the plate, not the car. It was 274 X 580.

That's not surprising, UK diplomatic plates are very rare to spot outside of London. I've seen them in York, and usually both diplomatic and consular-coded plates can be seen outside country consulates in the bigger cities like Manchester, Birmingham etc. Outside London, I'll see diplomatic plates maybe once or twice a year. As to answer your second question, you can technically search diplomatic plates, through searching their MOT histories on the official DVLA website. AFAIK, you can't search diplomatic plates through any of the other plate-search websites.

Is this car you spotted in the British motor museum, unfortunately, i can't find the original photo but I also spot it in early 2019, and I also before I am a plate spotter I saw a black BMW x3 with a diplomatic plate on M3 heading toward Southampton.

Not the weirdest place to see an ambassador in Warwickshire! I saw the Dominican ambassador to the UK driving past an industrial estate in Rugby last lockdown
