From what I can tell, these 1310's were sold in Europe with these "US-spec" sidemarkers, maybe export-spec built models which were destined for North America, but instead got sold on in Europe? Or maybe masses of these Dacias in North America were re-imported back to Romania, much like RHD Ladas were in the UK (Nivas, Rivas and Samaras), all re-imported to Russia during the 1990's, hence they're so rare on British soil these days.
As for the FE-Schrift plate, It's fairly common to see owners having such plates for imported vehicles here in the UK (although a DIN font plate would've been more suitable for this car?). As for the flag, it's simply a Romanian flag sticker which has been applied on its side to fit in the Euroband, as not to obscure the plate characters.

These 1310s with bigger sidemarkers were not destined only for export and I think it was more kind of pre-facelift or maybe just an optional variant, I say this because I saw old Dacias like this one with smaller sidemarkers as well. Also I know in the 90s lots of Dacias (1310 especially) were re-imported back to Romania from Hungary.
