And initially registered by the 1932 system number plate - why? Didn't old system number plates become the vanity plates?

In some dealers the customer can ask for the vehicle to be initially registered with a personalised numberplate. This vehicle will still have a correct plate assigned to it internally, and this vehicle will go back to that plate if this plate ever gets taken off.
In this case the vehicle has a plate change record, so this is not the plate this vehicle was registered with
