My guess it stay local and not really travel out of Rye, or the plate is deregistration not long after the photo taken

No, still on the same car  :D But you can see that it only had 48.000 miles as of 2018, which is basically nothing for an almost 20-year old car.

And MOT records for the subsequent years suggest it really doesn't drive too much. Between 2020 and 2021 MOT tests, it did just 291 miles! This car is obviously barely driven, hence why it's not been spotted much I reckon.
