How does importing such a vehicle into the UK typically work? Its not a diplomatic vehicle right?

Because this car is registered with an 'Anglia'/'East of England'-registration, i believe that this particular vehicle will most likely have been imported by US Army/Air Force Personnel, who has been stationed at one of many of the US Army bases located around the UK. Fellow user 'Exige_240R' actually has gone through the process of importing a car from the states, into the UK, explaining the process in the comments here. He explains it better than i could  :)
