Not at all. Automatic License Plate Recognition cameras cannot detect fonts like this, making these plates illegal to use on the road. You can get fined up to £1000 for having plates like this.

Unfortunately not, though legal infractions done by foreign-registered vehicles (speeding, being in a bus-lane etc.) are manually selected, and the case is then usually assigned to the authorities where the vehicle comes from, for them to deal with i think.
