Да, это хоть и спорная территория, но и одновременно частично признанное государство. Как, например, Ю.Осетия. Только Ю.Осетию признали 9 государств, а Зап.Сахару - около 60. У них есть все атрибуты государства, включая флаг, герб, гимн, границы, вооруженные силы и даже правительство (в изгнании, на территории Алжира).

In fact, the United States and Liberia have long-standing close ties due to the history of the creation of this state. Liberia was once created for the emigration of freed blacks from the US to the African continent.
Of course, very few people took advantage of this opportunity, but that's a completely different story
