Yes! These are dealer (garage) plates used for test driving and maintenance work. Both are racing cars, so they are not registered for driving on the street - but they maintain street legal features as part of the conditions for the race series, so they can be driven on the street with plates...

No, it is not a recognised format, but because the plate is the same like Florida plates that show the county name "ORANGE", "BROWARD", "OSCEOLA".... at the bottom it can be uploaded with "SUNSHINE STATE" base the same as the county plates.
Florida does use a reserved serial for dealer, but I think to add a new format is not worth it when the plates are basically the same, and if you have a frame you cannot see "
