I couldn't find any pricing for these US plates, but they were selling expired German plates (and a single French SIV one) with plate frames for 10€ each, quite a bit of money for a single German plate I reckon, but I guess it's catered more for tourists. I reckon the Texas plates were priced similarly too.
Tourist markets are not the place to find plates usually. It's a shame that people pay so much for cheap plates, especially when you can easily check online the prices they go for

I agree. I guess the people who do buy plates from 'tourist' areas are not going to be 'hardcore' plate collectors, and will be buying simply to get a souvenir/memento from their trip. I reckon that the fact that they bought that souvenir from that particular place, is enough to justify spending more on such a plate. Unfortunately, in much of western Europe, there aren't that many places to get plates cheaply without being in the 'know' or on the internet, with gift shops selling common plates at expensive prices. Even plates for sale at flea markets (or 'car boot fairs' as we have in the UK) can be marked up in price.
Actually it's not only a mission in Europe. In most of America's gift shops it's the same case. 12 dollars for a regular issue for example, at least 4 times the actual value. All of my US trip finds arrived from local collectors. I really wanted to buy some others, but the prices were mad.
