A speed camera in Hungary already has no affect on this plate. It's impossible to send a ticket, any car without a Hungarian plate wouldn't have an address tied to it in the Hungarian database, and countries don't share databases.

It depends on whether the country has bilateral agreement with Hungary on giving out the data of the violator.
