They have slower periods where they will catch up with what they skipped take Talladega Co for example (61) they started the “G” series at “GL” (spots from March confirm this) but went back down to “FT” series and is climbing their way up, and I’m sure the same holds true for most counties

I bet ! Interesting though too, not so predictable... It seems that in Texas, you can't transfer a license plate...

So I found out recently just how many 58 (Shelby) ended up skipping, in 2017 they went from 58JR799 to 58YR800, no apparent reason for this change and they never went back to fix it
