These are actually not vanity plates. Vermont allows anyone to get what they call a "low number plate" where you can apply and get a random 4 digit plate. There are also versions of low number plates such as 2 and 3 digit plates. 2 digit plates are reserved for government employees at the state and federal level, while 3 digit plates are reserved for government employees at the county and town level. I have asked Juterman to add these, as I'd love to try and photograph as many as possible, but I have not heard back yet
