What does "permanent" mean in this context?

I'm pretty sure it indicates that the vehicle is owned by the city, and is used only for city vehicles (ex: Police cars, ambulances, district work vehicles, or just generic cars the city employees drive). This appears to be a generic one. Sometimes, undercover cops will register under regular plates, but I can easily tell when I see a cop!

Permanent plates are reserved for government vehicles. I've seen these plates on police cars, ambulances, building inspectors, etc.
