Pretty rare "OBX" NC series. It is a specific plate (not vanity) issued in Dare County NC, a part of the Outer Banks.

Very cool! I've known about this but never seen one! Did you know any DMV branch will issue them? (not just near the Outer Banks)

From my understanding was that any NC resident can apply for one, but they are issued over the counter in the OBX.

It's odd, because you can't actually search these plates up without knowing the whole plate, since all of the characters are together. If it were something like 0BX 42102, then it would show up when searched. Same goes for Washington plates, unfortunately.

I figured it out. If you search “OBX” with an asterisk after the X, it will pull it up. I guess the asterisk does the “wild card” feature.

Yep, it works for Washington plates now. I never knew about this, so that's pretty interesting.
