Yes, from my understanding they went to this format after the previous one reached PRZ9999.

That's interesting. I guess they want PR to stay consistent on the apportioned plates. That's the only reason I could think of, since the format lapsed right there. Kind of the same with SC Veteran plates, and how the VT goes on the right side of the plate now.
