The bike racks really make it difficult. Imagine how hard it would be to catch a car while in motion with a bike rack like this. I had to do something similar on IYA K13, since it had a huge bike rack (compared to this one). In fact, I missed a Nevada plate yesterday because there was some kind of rack blocking the whole plate.

Exactly. The closest I've seen to one is a plate that was placed above a wheelchair rack.
