I apologize for the quality, but I found it interesting that mose of the Disabled Vet plates start with the prefix HV, while this one has VH, which I haven’t seen before.

My guess is the series has ran its course. Like in Massachusetts, you'll notice how the Cape Cod series went from "CI" to "IC". Others in Mass have done the same

I saw one of these on Saturday, so the series obviously just ran its course
