In this case, my guess is it is a local college student and that their parents own a dealership (it was spotted on a local college campus). And, US dealer plates don't need insurance directly on the vehicle, they get out on the standard dealer insurance so you'll see a lot of owners driving their personal cars on dealer plates. I don't think it's technically legal

Very interesting - I managed to spot a few dealer plates in Wyoming and wondered what their deal was. Likely like you say someone driving their personal car on their dealerships plates
