Balkan/Eastern European capitals are often great for spotting North American plates. I still haven't uploaded a few I have from Belgrade last February. Will get around to it soon.  =)

Plates from places like New Jersey & illinois seem common - I can only imagine South Dakota is quite rare!

Oh yeah, for sure, but I don't really see enough US plates to gauge certain ones as extra rare in comparison to others. But the East Coast states and California are definitely most common.

I usually gauge by proximity and population size. Obviously no US states are remotely close to anywhere in Europe. So I typically assume population size plays a factor. Although I assume diasporas would also factor in!
