I assume this car is a rental. It’s plates are currently expired. I think the car is meant to temporarily replace HDS-4179

That's actually the previous sticker! The new sticker have a 2023 date of expiration on it, so it probably could belong to a rental company that just didn't bother to put the 2023 sticker on.
