Weird they were on an old quest!
The towing capacity on that quest is 3,500 pounds and you need to haul over 9,000 for weighted tags (such as a boat or RV)

All I can add is that the picture was taken in 2019.
For once a "license plate without vehicle" that isn't in Eastern Europe.
