These plates should have been off the road a few years ago, and the plates do not come back as registered to this vehicle. Probably another New Yorker trying to avoid tickets

Either way, it's a peculiar case. I didn't even know New York residents tend to ways like this to avoid paying tickets. Works for them, I guess...

I would say it is likely these plates never belonged to this vehicle. We are not supposed to mark expired plates as "license plate without vehicle", but I think it is highly likely these plates were put on this car to either park on the street and not be registered or to drive around and not get tolls or speeding tickets.
