Not in this case. This is clearly a bus of some kind, and that is CT passenger plate, which is registered to a 2016 Nissan Maxima, so it should be "license plate without vehicle"

Exactly, I was told it doesn’t belong to F-650 that this bus/camper was so I left it with that.

It is marked as a license plate without a vehicle and you can't double spot them. I would agree if that was a true license plate without a vehicle, but someone clearly had put this plate on a vehicle and is traveling internationally. What I find funny about this situation is that when I checked there are couple of spots like that done this month and even some users with moderator (sic!) rank have double spots of license plates without vehicle, or double spots of it and a car with that license plate.

I dont know how this should be categorised, it is F-650 but plate belongs to Nissan but its driving around Europe, maybe mods should make exception ? I dont know how to handle this and sorry it was deleted. Maybe someone else will spot it.

It was F550 (P473), not F650 from what I recall. Rules on this website are enforced in a very weird manner. I have 2 license plates from USA in my collection, but they are quite old and the formats are not supported on the website. But I've checked that someone had uploaded plate like mine setting it as a individual plates. It's been there for a year or so. So I uploaded mine like that too, but it was taken down some time after. His plate is still up on the site, it's been there since 2017.

So this van is driving around europe with totally fake plates. These are not just decorational since there is no other plate than this. I wonder how this works lol.
