My first ever pickup to see from West Virginia here in Vermont (Very rare to see pickups from West Virginia up here for some reason)
I find WV plates extremely hard to spot in the northeast in general. My first one this year was in late April and didn't get a pic until my second one in CT I believe in June!

I agree most definitely rare and funny thing is the only West Virginias Ive ever seen was always cars, SUVs and minivans never pickup trucks not including the 2 I've see in New Hampshire (A Toyota Tacoma and a Chevy 1500 which I later seen here).

Not to mention, according to licenseplatetok (Instagram story), WV quietly updated their design to something very similar to what's in use since 2006, except it's a seven-character format, incorporated the map silhouette as the separator between 3rd and 4th positions (XXX-XXXX) - and most likely thin plate dies (font) - but we're yet to see the new format. Also I've seen that Alaska changed its plate font again now incorporating what can be found on e.g. Utah (NC-ish dies)
