Not the case here. Substantially similar does not include different body styles (sedan versus shooting brake), and show and display is for a certain list of cars, which this is not on

Sorry if I sound dumb, but could it perhaps be a diplomat or something that was able to keep the cat? Or perhaps, they got special permissions from the DMV?

Not possible to get special permission for the DMV. It's not federally legal. Also, a diplomat would have diplomatic plates

The car is a 2014 model imported from Switzerland; it was marked as produced in 2001
