I've seen licenseplates.cc report 217-JBA as the present highest but it seems a bit "too good to be true" for me because it would have taken a bit of time (I think several months, I might be wrong) to complete an entire set of series from JAA to JAZ.
Burbot Kusk is the spotter from Maine, but I have been on the lookout. I do believe it's a real find, because the user who spotted it has submitted other plates before. This is the highest one I've seen and it has an August registration sticker. So I do believe they are now onto 123-JAA. Is there anywhere that you see that says they started at JAA? Maybe they started at JBA?

Why J as the first letter though, wouldn’t they start at C? (they use A and B on specialty plates)

As far as I know there have been places that indicate the series starting at JAA including, if I'm not mistaken, some of the comments on this website.
