Some states only issue rear plates, like Florida. Some states that do issue 2 plates like Texas don't really enforce it (likely because cars legally registered in 1 plate states are not required to have one, even if driving in a 2 plate state). Other states like California do enforce it more strictly. It's more or less just up to the officer if he wants to give you a ticket for it or not.

The mojority of states actually dont issue 2 plates, there's only like 5 or 6 that do it out of 50. Texas and CA are the biggest states though, and in my experience i have not seen a Texas reg car with no front plate.

Emacity naterez71 That's incorrect. Most states issue 2. I don't know what the exact number is but many more than 5 or 6 31 states + DC and Feds issue front plates
