Low numbers definitely seem to be more common in the northeast states. I can tell you they got this number one of two ways, either like you said, the plate has been in the family since Maine was still issuing all numerical plates, or they are connected in some way politically and were able to obtain a low number either through a connection themselves or from their family. No way to truly know besides asking the owner. Nice find!
