It appears the owners have an Instagram and are traveling all over Europe! Although it does not seem like they are from Vermont. Vermont is a common place for people to register old buses as RVs because there are less modifications that need to be done and Vermont is very lax and you do not need to be a Vermont resident to register a vehicle there.

Campsite neighbors mentioned that they were from Berlin. Apparently your comments were exactly the reason why they bought this vehicle in Vermont. I was delighted - my first of these beautiful green Vermont plates.
