I've noticed that these red Municipal plates all have terrible fading issues. Is it failed sheeting? Or are they painted?

cringeroadster (2024-11-07 04:49:43)Failed sheeting, it seems like a lot of the municipal plates I've noticed it with are near the AAT series, which may have had issues specific to municipal plates. I thought these may have been issued at the same time as the D, E, and Fxx passenger plates, which many have fading issues, but that is not the case.
