Sure. In Delaware, C, PC, RV, etc. are not symbols. This is the same standard used when uploading Massachusetts plates, i.e. NI75, etc. C, PC, etc. are descriptors or types of tags, not symbols.

Carfax considers Wyoming's county codes as a part of the plate. I don't see how this is different from your posts from there.

I thought about WY, too. The difference is that there is no plates without a county code there (exception: exempt; specialty plates), and this code visually looks like separate tiny symbols on the left side of a plate. Here my eyes see three equally large symbols C96
