Since vanity tags in Delaware are technically a “secondary” plate number, you can get an up-close look at the registration sticker (white, bottom right corner of the plate) which will show both the secondary number and the actual registration number. The same goes for handicap tags, military / veteran, organizational, etc.

Definitely a weird quirk of Delaware. Many people hide their low-digit tags behind these secondary tags, too. And you can change them out at will, without notifying DMV or anyone.
