Either it was shipped across the country or the owner is from Thái Nguyên, got it registered there despite the xe dien being bought and used in Bien Hoa. In Kraków I see a lot of 50cc mopeds with license plates from distant regions of Poland. Most of the times it's the 2nd case.

Well the 1st case sounds more reasonable. If the owner was from Thái Nguyên and registered a vehicle in Đồng Nai, the vehicle will have a Đồng Nai license plate. Most likely the bike was shipped by train because the fee is cheap, for only 800.000 VND- 1.300.000 VND (or 32 USD-53 USD) depends on the type of motorcycle.
