Nice find! It's weird to see a government vehicle from Hanoi outside the city, especially in Đồng Nai with over 1700 kilometers. Meanwhile it's normal to see other province's government vehicle in Hanoi.
This vehicle has expired inspection since July 11 this year. And although this vehicle has a license plate from Hanoi, the owner is actually the Radio Frequency Management Unit of Region 2, their HQ is at Thủ Đức City, HCMC.
BTW, can you check your local governmental events? This week, there’s a volleyball competition organized by the police, where I spotted a plethora of governmental vehicles, and the 10th Congress of the Vietnamese Fatherland Front of Đồng Nai Province is resuming tomorrow. Seriously, it helps a lot.

By very thorough searching. I found out the volleyball comp by looking it on the city police page, while the congress was on the province government page. I actually saw a convoy of cars from the hosting place. They will resume tomorrow, so no worries.

Thanks a lot, on August 19 (6 more days) is August Revolution Commemoration Day, it would be weird if Hanoi, the capital of Vietnam doesn't have any special activities. I will try to look for more events too.
Hello there. So the front congress is a lost cause, security was tight like Đồng Nai. On the bright side however, I spotted my first KamAZ today along with a governmental Lexus LX and a Mansory Rolls-Royces Cullinan (diplomatic plate, sadly). I would still consider it a success though.
Again, that was expected. So all the congresses were a dud then. There will be a government-organized tech fair in my area in a week, so I'll spot there. School is also starting again and I will capture new arrivals too.
While I waited for a suitable time to go to the fair, I was summoned to an end of school year conference by the provincial ministry of education. Did capture a number of governmental plates and a couple of military ones too. Good.

That's very nice! I was summoned by the school once to listen to the district's police talking about cybersecurity law and how to protect yourself from online scammers. While they did bring a lot of fun games to us, but there was only a governmental plate there (80A-005.65). Hanoi's weather these days is very weird. One day, it could rain so much to the point the road is flooded but the next day, it could be so hot. I couldn't went out (except 3 days ago, when the weather is cloudy) so I haven't spot anything new, yet. If the condition allows me, I would try to go spotting 1 more time (including visiting 1 public hospital) before going to Thailand this weekend.
