You're correct, it belongs to the Hà Tĩnh Provincial Police, called Thiên Cầm guest house. It's for the public, in fact I stayed there for a night.

Well, you’re near Thiên Cầm beach (per nearby photos), and that arch is characteristic of said hotel.

Yea the hotel looks like a police station (not a surprise) with yellow on red lettering, wooden doors, yellow walls. The hotel is actually really old, the place feels like it was stuck in 90s and most of the infrastructure is worned off through the years. At least it still has working A/C and shower, close to the beach and good security (obviously).

My hotel back in Đà Lạt was a lot better than this. But then there wouldn't be any governmental plates so...
