Doctor or medic usually use an ambulance, not a car like this and they usually have markings to indicate that this is an EMS vehicle. I think this is a car belongs to the leader of an organization within the local government since high ranking government officials in Vietnam sometimes travel in civilian plate car.

I saw a pic of a police command truck with a 80A-024.04 licence plate. Very nice, do you saw it ?

T stands for "tạm", which means temporary in Vietnamese. So T80 plates are temporary plates.
I have never seen a police command truck before, thank you for that info. Police command truck are rare to see, since they only appear in special events or convoys and those events or convoys will be protected strictly by the police and the military. Civilians aren't allowed in those events or convoys, only special VIPs, guests, police, military and the press.

I don't think this is a legit governmental car. Like I mentioned before, there's a budget on how you could spend on governmental cars depends on your position in the government. For example, the president of Vietnam uses a Land Cruiser so this Maybach most likely uses illegal strobes.
