This truck and its trailer were bought by the German Embassy in Vietnam, and they organise trips and events around the university all over Vietnam for "Career Guidance" and possibly advertise students to work/study abroad in Germany. This Project is to celebrate the 50th anniversary of Vietnam and Germany! The Truck visited my university yesterday, along with the German Delegation with their diplomatic plates, but I was too busy to spot them
